TANF/CCDF Reauthorization on Hold

On June 26th, the Senate Finance Committee approved the Work, Opportunity, and Responsibility for Kids Act of 2002, which reauthorizes Temporary Aid to Needy Families (TANF) and the Child Care and Development Fund (CCDF). The bill provides for an increase of $5.5 billion in mandatory child care funds over five years. On May 16th, the House passed their version, the Personal Responsibility, Work, and Family Promotion Act of 2002. The House bill imposes harsh new work requirements for TANF recipients and adds only $1 billion over five years in mandatory funds to the CCDF. Advocates believe both of these bills fall far short of the $11.2 billion needed to adequately fund child care services.

Congress has adjourned for the August recess/summer district work period, and will not return until after Labor Day. In the meantime, it has put its work on the TANF/CCDF reauthorization on hold until after it returns from recess, although there is some indication that Congress will postpone action until January after the upcoming elections.
