President Clinton submitted his FY2001 budget plan to Congress on February 7, 2000. The administration is proposing the following allocations for child care:

  • expanding the Child and Dependent Care Tax Credit to make the credit refundable for nearly two million working parents, to increase the tax credit, and to provide tax relief for parents who stay at home
  • almost $5 billion in funding for: Head Start, the Child Care and Development Block Grants to states to help an additional 150,000 children, the Early Learning Fund to help improve child care quality and early childhood education for children under five years old, and other child care programs
  • a $1 billion investment in the 21st Century Community Learning Centers program to provide universal after-school care for students who are most in need
  • $1.4 billion over ten years in tax credits for businesses building or expanding child care programs for workers.
