Increase in Participation in ECE Programs

Early childhood education programs can provide preschoolers with skills and enrichment that can increase their chances of success in school. Participation in early education programs has increased over the past decade:

  • In 1999, 60% of children aged 3- to 5- years old who had not yet entered kindergarten attended center-based early childhood care and education programs, up from 55% in 1996. This increase was especially seen among children living in poverty, among children with mothers who were not in the labor force, and among black and other minority children.
  • However, in 1999, children living in poverty were still less likely to attend these programs than those living in families at or above the poverty level (52% compared to 62%.)
