2000 - House completes its budget; Senate in debate
The
Massachusetts House of Representatives completed its version of the
state budget during the week of April 10-14. The Senate is currently
debating its proposed budget, which was introduced on May 17.
- Most
early care and education accounts (or line items) received level
funding or relatively small increases or decreases. Overall, both
the House and the Senate proposed budgets that would continue
to serve about the same number of families that are currently
being served.
- Both
proposed budgets include increases in subsidy reimbursement rates
targeted at child care staff salaries and compensation. The House
budget proposes $39 million in a Rates Reserve (line-item 1599-0043)
for programs that emphasize early language and literacy development,
while the Senates proposes $25 million to be distributed
evenly throughout the state.
- The
House budget authorizes $1.07 million to create a new program
to bring quality enhancing support services into the homes of
In-Home/Relative caregivers who participate in the voucher system
(line-item 4130-1200). The Senate did not include this account
in its proposed budget.
